Although PayPal say that you don't need a PayPal account to use their payment gateway, you can in fact only do so 20 times on those websites which use PayPal's Standard shopping basket.
If you exceed this limit you will be told that your status as a Guest User is no longer valid and you must create an account.
Websites using PayPal payments pro are not affected by this restriction.
